No. There is no setting, and if you switch before the weapon comes back it will think that's what you want and you'll have to go into the inventory to fix it, which takes even longer.
Why do you want this? You're playing the game wrong.
That's like crouching in the dark and pulling a cyberhack assassinate, then standing there like a scop'ing gonk til the cooldown times out so you can hack another... ugh. You CAN, but my oh my you must be bored scopless half the time you're in the game.
The game is designed to have flow to combat; let's say you line up 3 knives and mantis for your blades solo build; you run into the situation, trip your camo, throw 1st blade from invis for the sneak bonus, it switches to 2, throw it, 3, throw it, 4, pull your blades, just as the camo ends, and now trigger your Sandie, and manti-leap into the nearest.... 16 dismembered bodies on the ground before the first blade returns or your sandevistan times out.
I'd highly suggest trying to play with the game than against it.
But I'm sure someone will make a mod or tell you how to do it with CET to force your way to work, if you wait long enough.
The feature exists so you can throw knives in quick succession, like Shinobi ninjas used to do with shurikens and kunais. So it's basically to make the knife combat feel like a cyber ninja.
Personally I found it slightly weird at first, but grew used to it and even love it now.
TBH if i were you i'd have a second knife equipped. throw knife one, auto swap to knife two. depending on the CD time of both knives you can end up with minimal downtime between throws if you choose knives with the lowest recovery time.
once you get the best perks for knife use every throw should kill the enemy and return the knife to you instantly.
