I think you need 18 tech to craft it though
With damage perks, probably Gash Antipersonnel grenades. But radius is more limited.
With investment in grenade and poison damage perks, it's probably the Biohazard grenades.
And if you want to blow up a vehicle, go sticky frags.
If you just want to max the skill, I'm pretty sure Gash Antipersonnel grenades are the fastest, due to being multi-hit.
All grenades are worthless compared to sandevistan melee. Most guns too. So the question itself is worthless, if that's how you're going to compare things. Optic Camo takes up the grenade slot, so that's your "best grenade" right there.
But if we're actually comparing grenades anyway, Flashbangs at least do something other grenades can't, which is stun enemies without harming civilians; while also not needing any perks and being cheap to make.
And keep in mind, melee builds with sandevistan only take off in the mid game and beyond. Like I said, early game act 1 on very hard, they're very useful.
Very Hard, isn't. And as OP said, before even one gren had time detect your mousewheel press and ready, pull pin & throw, fuse time, detonate... in that same time toggle your Sandi and go into slaughterfest mode... no need for camo. There's a pile o corpses. Oh look, a grenade! (dodges)
speaking of Ozob you can even box him, intentionally detonate his nose, and not even need the life-saver chrome, just Sandi and jump back with a double-tap dodge to the rear, won't take damage. Course you got to time it right. That's the fun! But the Ozob gren has a very small radius.
While I don't think there's a Best, but if you're doing a Tech build where you can afford some gren points, you can make plain frags do many thousands per... the stickies are always fun because you can throw them 3x distance before the timed fuse trips if they don't stick to something, but my favorite are the homing hover grenades both because most "cyberpunk" a tracking grenade, but also you can use them defensively; toss out 3, fire at the farthest gonk, the nearest aggro and magically know where you are, go red and approach, the grens cry out "fair game!" and charge for their heads, ka-boom ka-boom ka-boom.
see NPCs are ♥♥♥♥♥♥♥ stupid if they don't have line of sight on you so if you use stealth or they are just facing away sometimes they will just ignore explosions so I find myself walking up and throwing dozens of ozobs noses at dudes and never raising a alert, just make sure you don't throw the nade in there line of sight lol otherwise you can just walk through flinging nades as long as you have the perk that makes you immune to there own damage lol
