where to find legendary mod specs

I been to like every store and im level 47 and can't find them

I believe they're unlocked by getting Crafting up to level 18, it's mentioned in its tier list.

At least that's how I unlocked mine.

They took them out of stores and predetermined locations. You just have to do gigs and police encounters and pray to the RNG gods.

OP was refering to clothing mods like fortuna or armadillo.

Weapon mods can still be found in stores... you just have to go to late game places like Westbrook for the best ones.

Rarity for mod crafting specs scale to your crafting level. If you hover over it, it will say something like "next rarity increase at 9 crafting".

Unless the mod itself only comes in one specific rarity, like the Kiroshi headshot damage mod Viktor sells.

However, if you're looking for Crunch weapon mods, I did see that the Arroyo weapons vendor was selling Epic ones.

Clothing mod specs are found out in the world. Weapon mod specs show up in the weapon stores pretty early on in their common form. Both types of specs automatically upgrade to the next level as you hit specific crafting levels. All the specs you have become Legendary at crafting level 18.

For the mods that come in multiple rarities it depends on crafting level what you will see. You will always see the level you can craft. However once you buy the schematic for a given mod it will automatically upgrade as your crafting levels. Getting the weapon ones from vendors at lower rarity can save you some eddies. For the clothing ones you just have to be lucky and find them or use a (game) mod to spawn the schematic for you.
