Behind Rogue's back?

This is the second time I've played through the game and this comment by Johnny still seems bizarre. She wanted me to contact Panam and help her get her car back. Why is agreeing to help her "Going behind Rogue's back?"

In theory at least. But there is a difference between cutting her out of a deal she is already involved with (what Evelyn wanted to do to Dex) and simply making new, separate deals without her.
