Report a translation problem
Are you at a point where you just completed a mission and the phone hasn't unlocked again? It does that at some points, just like you can't fast travel or save.
Those are the first two things I would try/check!
And bring chocolates. And flowers. Hold it - nope, it's Panam, scratch that, bring her a box of shiny new replacement parts for her car.
One Delamain car should be actually in the middle of the dump. You need to get into it and have a conversation with it. Anyway, what is the Panam mission you're stuck with? Are you trying to get Helman and Rogue told you that Panam can help you?
I think Alex has the right idea above.... if it's a matter of quest progression (sometimes you need to complete other things before they happen) then you can ask here and we can confirm spoiler free if you just need to wait a bit as opposed to searching a Guide and accidentally getting spoiled! (if that matters)
Hm, I hate to say it, but sometimes you can get a bug so layered that you can't get out of it. There are ways to progress quests using the nexus mod engine tweaks and supposedly can even get rid of irritating overlays for the calls that are related directly to quests (another particularly irritating Delamain bug), but if you've progressed more and more with a bug, it may be past the point of no return.
Perhaps someone can take a look at your save, but from the sounds of it, it may be too far gone. I don't want to sound pessimistic though! Sometimes these things sort themselves out (did you try dying?!) but sometimes there appears to be no workaround.
