I think at 1080p it's actually considerably worse and I simply don't use it (RTX 3070 at just over 1080p). Probably because the pixels on a biggish screen of that resolution are bigger than on a 4k screen you can immediately see the smoothing caused by the upscale and it's just... Yuck. And the results by using sharpening to compensate are suboptimal.

Honestly its about time, consoles have held back gaming development long enough with the attitude from devs being why make anything better than what can run on a console leaving pc users with games that barely scratch the potential of their hardware.
With better tech in consoles it raises the bar. I still wont buy a console however.
