Grab car to help distressed man?

How do I do that?
Can't steal cars, early in the game
And why can't i press v to get my car?

You can call your car once you finished the prologe.

also later, you can press-hold V to select the cars.

Exactly. You have to continue the game a little bit. once you get past a certain point in the story after the beginning, the call-car button (v) will not be greyed out anymore.

I will assume you're right after the heist and you don't have your car back yet. If you go to the garage next to V's apartment you should have the car there but when you try to drive off something will happen. Follow that questline and you will soon get your car back. Or go buy one of the cheap cars around if you have the money.

Why can't you steal cars early in the game? I was able to steal a car even before starting Ripperdoc.

I carjacked a guy by accident in act 1. Clicked on a car, opened the door, yanked the guy out of his seat, dropped him in the street, got in and drove off.

Before the heist the car is scripted to appear once you walk him to the street even if you have another car. After the heist it should spawn anyway even if it's been damaged.

If you are walking up to the street and the car isn't appearing for you it's a bug and you need to go to a previous save.

If you're after The Heist, sadly you don't have access to your car until after you talk to Delamain to discuss the damage your car suffered when one of his cabs hit your car in the parking garage.

If you never got your car from the parking garage, you need to go there, get your car wrecked by a Delamain cab, talk to Johnny about it, get out, talk to Delamain, and wait for your car to be repaired.

You're otherwise unable to use your starting vehicle after the heist unless you go through this process.

I suspect it is b/c he doesn't have enough invested in the body: the lowest body requirement is 4 and there are only few cars you can steal at that point. Majority of the cars could be hijacked only at 6+.
