It's theoretically possible to still achieve 100% crit chance, but it's not at all practical. You'll need to max cool and reflex, grind cold blood to 20, and dump every last perk point into merciless. You'll need to stay out of combat for the 7% crit chance from "strike from the shadows" (or start combat to have +20% for 7 seconds with "from the shadows.") You'll also have a low crit chance on the first kill because you need cold blood stacks to activate merciless. Sandevistan can get you a few more points when activated. Finally there's the points you can get from implants and mods, which isn't much anymore.
You can do it, it's just not worth it. Build for base damage.
I had made this before the armor nerfs that came in. It wasn't a complete build because i didnt add certain perks but it was fun to mess with.
At that point you don't do any damage, only deal criticals..
