Sorry, folks.
If you created a cyberpunk theme and you didn't add flying cars lol dude.
I think police's cars can flying around the map. Maybe they must look the CloudPunk. Dude, why why why can't driving fly cars ı want them.
I used noclip mod and ı saw another cut areas, school, prisoner, space area, casino. They must add new areas, contents. I hope they can do these. If I said wrong words sorry guys for my bad english

We've all here lived through horrors untold, entire buildings strobing in the night, meshes splitting and revealing the sweet pixel nectar within, cars driving where roads were never laid, i say just enable the flying cars and to hell with the bugs! LET US LIVE THE JETSONS FUTURE WE DESERVE!
They can't even get ground cars driving correctly, how would they do with flying cars?

Because :

1. 90% marketing, 10% actual dev.
2. Cars by themselves were (may still be) a physicaly buggy mess
3. They didn't code buildings to let us explore the city freely on heights.

They would have to make every place on the world accessable if cars could fly or you would very often hit invisible walls .
It was an idea abandoned early in the development process. The following is according to Miles Tost. The problem wasn't implementing the flying cars, it was the work needed to then make everything else in the city work with flying cars. To start with, think of the view you get in a flying car. In a 'cut scene' (where V has a limited view - Corpo intro) they can tailor that to match performance, by hiding away traffic etc., in a way not possible if you're zipping up and about the city. And then there's making flying cars behave believably - what happens if you ram into a tall building? What if you divebomb a street from up high? And so on. Essentially, their view was it would be a mini-game which would take too many resources (of all kinds) away from the things they wanted to do.

Most AV's in the sky are autonomous. I think the only people who actually fly their own might be trauma team and that's it. Unauthorized flying is likely considered a terrorism act. The only reason Johnny and rogue got ahold of that one chopper is because militech was secretly supplying them.

Military/corp combat av's and ncpd would also have pilots.

Not entirely. We already have combat AV's that are entirely autonomous ingame that we can destroy.

Well, yeah. Every city in every video game is an "optical illusion". In fact, EVERYTHING in video games is an "optical illusion". In this case, the illusion is created to accommodate a specific perspective and range of movement.

There would have to be a MASSIVE revision to comply aerospace protocols and transit lanes. Like a total reconstruction of the flight zones and the ability to ensure any ass hat in a flying vehicle did not deviate from their course. Do you realize what that would entail? The police would have to get involved, the ATC people would have to work overtime, assuming they were able to get the relevant help. Moh. Flying cars... While interesting, would need 'a lot' of connected parts to be possible.
It won't be as hard as you think. There is no police system in place right now to stop asshats in oncoming traffic from driving headlong into you. Millions of people drive every day and vast majority of them drive rationally.

If we ever actually get flying cars, we will probably expand systems we have for controlling helicopter traffic.

The corp (combat AV's) military/corp was intended as kinda the same catagory as firms like arasaka & militech for example have armies.
The general transports for execs are automated mostly though i would bet.

One other thing to keep in mind, AV's are flying bricks with no a lot in the way of aerodynamics to glide like a fixed wing can and cannot auto rotate like a chopper can when is in trouble.
They will just fall out of the sky when malfunction.
