Street cred can go up to 50.
Main level can also go up to 50, and everytime you level up you get 1 attribute point to spend on top of the 12 points you start with.
Skills can go up to the attribute that govers them. So if you've got 15 in 'Body' you can get up to 15 in Athletics, Anhilation and Street Brawler.
And finaly: Every time you gain one skill level, you get one perks point to spend
