Noticeably worse performance after patch 1.5

As the title suggests, I'm getting way worse performance after the 1.5 patch. I'm on a i5-10300, gtx 1650u, with 16gb of ram and can usually get around 50fps on low (40 in really busy areas) but i lock the game to 30fps for consistent frames. Pre 1.5 I would only ever lag when loading in but now I'm wandering around Jig-Jig street (Again, pre 1.5 I'd get 40fps) and the game tends to slow down to under 25fps. I have my game currently set to have all graphics options as low as possible (Except shadows, those are on low instead of 'off'), I'm running the game at a fairly low resolution, and I'm at 80% resolution quality. I have no idea what I can do to help me get my performance back since this is really putting a damper on my ability to play at all.

I just built a new i5 12th gen, Z690 mobo with an EVGA RTX 3090, 32G Vengeance pro and even I not getting the Frames I would expect. I play on ultra and get a solid 70 -80 fps. The view distance for objects like neon lights is broke or has been downgraded for console release.

I also made it all RGB to boost my FPS.

I actually got much better performance on my last rig. An RTX 2070, ROG mobo build. But this was when the game first came out. View distance was also miles better.

Altho you rig is a little weak to be running a game like this, most of the issues you will encounter is due to the 1.5 patch.

They may have fixed broken settings, and if they're working properly now, you'll notice the increased power requirements.

I would disregard all performance guides made prior to patch 1.5. You need to find new optimal settings.

no mods, only ones ive had are minor changes that disable camera auto center in vehicles, nothing crazy.
