Yep, I was missing that one too and then it suddenly appeared at night. Its a damn freaky one too for that matter especially if you scan the surroundings.

There is one that only shows up after Riders of the Storm.

Not sure which one you're missing.

Not to hijack too much, but I'm missing 2 psychos in my game. One is this one "Cyberpsycho Sighting: The Wasteland". Name: Euralio Alma.

And he isn't showing up on my map. So uh... I'm thinking he will pop up eventually, right?

Yeah, like posters above said, you gotta finish Panam's main stuff and it'll show up eventually. Did 17/17 with Wasteland being my last one a few days ago :)
