It's literally at the beginning of the last paragraph of the post you quoted. The rest of it answers why it isn't there for all clothes.

The specific one off the top of my head is the corset top that Denny wears is available in one of the clothing shops. When she wears it, her décolletage is prominent but when V wears it, it reverts to the A cups.
There are also various tank and halter tops that do the same thing when you see the exact style on an NPC, but when you buy/craft it and put it on, it reduces the bust size.
As far as other games that do adjust clothing or armor to the customized PC - Skyrim and Fallout both do it. That being said, they both offer third-person perspectives and since CP is not supposed/designed to be played 3P (except when riding a motorcycle I guess), it likely was an easy cut to make.
That leads into the next thing you mention...
I think you're mostly right. They may have carried over some clothing styles (including halter tops and cutoff shorts on obese frames), but just adapted the clothes to that specific NPC body type and it's "all one piece" for lack of a better term. The clothes themselves don't change, they just painted them over the NPC's form (otherwise I'm sure we'd see NPC glitches where the clothes are floating or too small).
That said though I also think we should get more body types in general, there are clearly different body types in game. I should be able to be jacked like a member of The Animals, or as portly as Dexter DeShawn.
Then that's going to take a while to get all the clothing options to fit with the different sizes of your character, so it at least works on your character
Also any scenes with V in them where you're rendered in third person would be different. The way V fits on a motorcycle, or inside a car, would need to be made so that there is no clipping in any instance
And that would take a long time.
