That depends solely on how you define "female". You can have any combination of voice, body type, and genitalia (even no genitalia). It's cyberpunk, after all.

You can minimize breast size, but only one of the body types has a completely flat chest.

Have you tried using any mods? I'm not sure how many are still working after the patch, but I recall there being one related to chest size. I don't remember for certain, but Nexus could be worth checking out!

i basicly wanted to make a femboy, but the male body is too masculune for that, and there is no fully clean shaved face

and if i choose a female body, the body still has boobs and men dont have breast so i didnt want to use that

I thought almost every woman in the game was already a bit flat-chested? Add this to their 'chrome' and countless tattoos and, boy, they sure do look a bit ugly and masculine. Still, I guess that's what the people that run the world want for us.

The mod that changes the mirror to the main menu character customization will do it, I think, as it removes the parameters for changing your character traits. I think you could still do a fem V, with voice, but male body type, but then augment the body type with some nexus mods.

Its one of the most visited mods, it should come up first
