edit: as a workaround, what happens if you go to the roof of the Bladerunner hotel and force time/weather change there?
I've got a bit of an update! after completing the story line for Panam the sandstorms seem to stop somewhat! so there is that but if i skip a day then skip 2 hours they go away so its somewhat manageable.
BAM. sandstorms gone like somebody pressed "delete sandstorm". beautiful view of the clear sky and all the drones in the sky. no sandstorms from then out that session. "Wow, the game sure is beautiful when the game is allowed to render it right."
More likely it is Probably just sandstorms glitching into 'on' by getting considered tied to rain weather type (SO much more rain than I remember. I don't think I have seen a single umbrella)
They can't all be "This one time a game added 'your ride set on fire with a new hidden heat meter if you use speed 3 out of three' to discourage players seeing pop in by driving at good speeds" god that game was a wild ride to watch the development of.
