Played a little, it seems the main intention was to balance money/crafting/gear, from the ground up, or just about. Players lost their gear and others call crafting useless in it's current state.
There's a number of new things like apartments or stuff. Fixer rep however seems nice. New iconic items.
I've access to the fixers rewards and the appartments, but not the new weapons, strange.
But no new weapons...
The guns appear at Wilson's store perfectly fine for me on an old save. I just had to use the wait time feature and skip a day or two for his inventory to refresh.
As for other stuff, you're playing a save from the game first came out if I read your OP right? Yeah, that's going to cause issues.
And another thing, not everyone reads the patch notes. so when you say "we", who are you speaking for?
But on the other hand, various icons of secondary tasks were converted into the same type of rectangles. Amazing ♥♥♥♥.
