Console Command for Stone Cold Skippy?

Just had it revert to non-lethal mode, making it a total piece of ♥♥♥♥. I enjoyed using it though. Is there a console command to get another copy of the gun where it still headshots?

I think there's a nexus mod, might be Cyber Engine Tweaks, that gives you some amount of access to the Devs console. But, this isn't the Gamebryo Engine and I'm not sure you will be able to find a command for what you want.
