In the end, you can't make it right for everyone, I guess.
You should become more mobile, they can't shoot through objects, so run from cover to cover. And don't let V become too squishy, for there are battles you can't avoid.
Hacking is still able to kill everything quickly an stealthily. The only exception I have found is when you use legendary ping while having cripple movement or sonic shock equipped at the same time.
I‘ve file a bug about that. Everything else seems like it‘s always been.
Note that they may _hear_ you if you’re not crouching/sneaking.
This has not been my experience.
Where did this happen?
Example: i think the weapon glitch quickhack will add a daemon to your breach protocol that if you upload it to the enemy causes all the enemies in the network to have their weapons glitched, this will naturally cause the enemies to be on alert.
Another one is cyberwar malfunction + ping. Everytime you ping, enmies will have the cyberware malfunction effect and be unabled to move, this causes them to be on alert.
I haven't done another playthrough since the latest hotfix, but at least on 1.2 i didn't had any issues using a netrunner build with stealth, until i started using legendary quickhacks which is when i started to run into the small issues with their passives.
I'm amazed how often I read blanket statements about stuff that's supposedly completely broken and has always worked as advertised for me ... fascinating.
