Here is a working solution:
1. Look on your quick / autosaves. One of them should be at one point where you are in the middle of a (side) mission, gig or something like that. In such occasions, Takemura won't call you directly, and you will be able to save. You may need to check a couple of saves, but hopefully, one of the recent ones will work. Save. Fast-forward 24 hours. Save. Exit the game and load your save. Finish the mission (gig, whatever). Afterwards, Takemura will properly call you and this time, he will tell you what you want. The issue is, Takemura will call you again soon after, freezing in call again. This is where part 2 comes in.
2. At this point, you cannot save. A solution is to go to a place where you would get a videocall from someone. This will kick Takemura out, at least for the moment. The easiest solution is to go to the Cyberpsycho sighting: Second chances, which is the eastmost mission on the map. Driver there and try not to die, as you cannot save. When you arrive at the place, you will get a call from Regina, and the side mission activates. Make sure you don't enter combat directly. Speak with Regina, this kicks Takemura out of the call. Save. Fast-forward 24 hours. Save. Exit the game and then after you restart, load you save. finish off the cyberpsycho. Afterwards, Takemura will call again (the second time), but now, his call will work.

pcgamer could have check. This bug was present to a lesser extent earlier too, alongside with the workaround.
Try my method:
Reload to before meeting Wakako with Takemura, go outside and talk to him, then skip a day (or 2 days) immediately (don't do any main job or side job), then go outside jig jig street. Takemura will call and talk normally.
