Ex Factor wont start up

I'm expecting the text from judy to start up Ex Factor but it wont start in my playthrough. I'm playing as the male version of V. Is this a bug or is this quest not avalible on a male playthrough?

It's available to both characters. Have you waited 24hrs or so? Can take a couple of days I believe.

I played so many side quests while waiting, it should have showed up by now.

Go to another district. I noticed that the game seemed to want me drive around for a certain distance even though I had waited for as long as required.

Didn't work for me
Then, after I had completed the story and was doing side jobs, I got a text or call from her and then it worked

There are a fair number of quests which need in game time to pass before a text message arrives.

Same here. It seems to be taking A LOT longer to start than it should tho
