Legendary and iconic items should always come with max slots as well.
Maybe get armor bonus from tech working, along with evasion from reflex...
Just get all the game mechanics and skills actually working in general, and make it clear what they do.
You can find a handful legendary schematics but they're always the same, so if that's not a piece of clothing you want, pointless
All in all you can still get absurd levels of armor by wearing only purples though so at least there's that

Expanding on-- "Iconic" Clothing you can, which includes Silverhands gear and Witcher stuff.
I did notice as well though that unlike weapons where if you upgrade an iconic to it's next rarity it goes to 1 level lower that your current level equivalency, this did not happen with the clothing. minor annoyance, as the gear level upgrade system is painful the lower the gear is :S
Check if your reached the rank that unlocks legendary stuff in shops, more rank adds more craft specs in shop, check what does each rank.
