Panam is not a Romance option for female V you don't sleep with her in the motel she comments that it will help save money even if you play as male during that part she turns you down the romances are very linear you only get into romance at the last quests with that character arc.

You can't seduce Panam with a female character. She is straight, and will turn down a female character at the very last moment, if the player tries to get handsy. The situation is hilariously awkward.
Straight romance option for a FemV is River. I don't remember what you need to do to start his questline, though. It was something that is fairly hard to miss, though. Unlike the last possible romanceable char.
Yeah they probably did this way to save development costs so the interactions are the same as the male version but with the romance blocked like half this game systems romances are half assed.
I always thought she was friendly, I never thought otherwise but it depends on a person I suppose. 😂

River I just met, seems he is my only option at this point, though not sure he is 'my type' (but hey, he is a man, so that is as close as it gets, it seems). You can't please 'em all, so they say!!
You can beat the game without romancing anyone. That's what I ended up with on my finished playthrough. It worked well with the ending I got. And honestly turning down romances was fun in some cases.

I thought I might not River at first but he's pretty sweet. I suppose it depends on your type though. I know some prefer otherwise though like Johnny. 😂 I just think it compliments my RP for my corpo V, who just want to a peaceful life after all the hell she's been through 😂
Honestly, the whole relationship thing is just an extra topping and probably should've been treated as such.
It is just once upon a time, Dragon Age had Morrigan, and then tradition of stuffing ton of romanceable characters in RPGs became popular.
If my memory serves me right, in older games (SWKOTOR 1, anyone?) it barely affected anything.
You are correct this game has no depth at all every NPC interaction is tied to a quest because they couldn't bother to make AI for the open world hard to care about characters that you only see after a few very scripted cutscenes specially when you start doing side stuff and forget they exist this game has less character depth than GTA for me and that game is not even considered a RPG.

I agree. There's no need romance them and just befriend them. I'm planning to do Judy's quest line even though I don't plan on romancing her.
In regards to Panam, I just find it a playful banter between friend, I don't mind a female friend put her feet up my lap. Of course, I didn't let my female V touch her thigh though.
Not got too far with him so far, will suck it and see (err, yuck...)
