Probably that or just there is no reasoning behind it. I think most peoples eyes light up blue though, maybe the Chinese guys eyes light up red because China is Communist and the color associated with Communism is red?
Interesting theory, but that would mean Judy is a rogue AI.
For permanently coloured eyes though, not for quick transactions, as it may be a sign of a permanent link to something on the net or whatever.

I'm saying what the theory is - not whether it's true. :) It only works if it's for NPCs who have it going on all the time.
but maybe there are hidden meaning behind optic color
