Skippy skimping me?

i'm on my second run and like the first time, i used non lethal attack and finished them all with a headshot a point blank with my Skippy on puppy mode. some "baseball bat" encouter later, i got the mission... and my Skippy in permanent "Stone cold killer"

I've eliminated way over 100 npc's and still nothing from Regina or Skippy, even when switching up locations or days ahead into the future

gonna chalk it off as another quest glitch

I've read in other threads, that having the non-lethal mod (gun mod or cyber-eye mod) or the Short Circuit legendary quick hack equipped can block your kills from registering. I can confirm that, for me, removing the legendary Short Circuit and killing some enemies got the quest to update (also doubled the amount of hand gun XP I was getting).
