That would be the intent. It's not a bad perk if you're already mainly a netrunner, because you can quickly affect multiple hostile devices like turrets. Daemons aren't always there for you, and even then being able to manipulate the environment for cheap when you can't restore RAM with kills; for example; it's a pretty nifty discount.

i am capping my intel at 7 -8 so i can go full body and tech in this play through. I was just hoping that i could use Cyberphsycho quickhacks on ppl at this level but seems i need more ram. I already have legendary chip but maybe things will get easier as i level up?

If you're just spending those int points for killing enemies then I'd say you'd skip this. It wont help facilitate death of enemies, especially when with a body\tech build you'll probably rely more on device-daemons than device-quickhacks anyway. Consider things that give you more total RAM instead.

Sorry, brainfart. I meant perks that make using your RAM cheaper. Quickhack RAM reduction.
