No it's not, and you have no idea on what you are talking about.
I have used the 1.0 version for over the past 2 weeks and it actually does work, and I will use this as soon as I play Cyberpunk 2077 again.

I'd say you haven't actually used it so you don't know if it actually works.
Anyone that believes this...I've got some snake oil you would just love to buy. Or if that doesn't interest you I have some magic beans I just found in the ocean near the shores of Arizona.
A good evidence of this is a few weeks back when people thought that editing a random config file found in the game folder magically would give the game double digit performance improvement, but then CDProjekt came out and said that the file literally did nothing because it was just a left over from development that wasn't being used by the game engine at all.
If your way of judging the game performance is simply opening msi afterburner and looking at the average fps in a few runs, you'll be getting very misleading numbers.

It does what EZ Optimizer claims to, only better. It just changes INI settings and has several presets that disable various settings that you don't normally have access to, giving yourself more ability to customize your settings and potentially trade off some beauty for performance.
It's not better by any means. Especially new CPU optimization is amazing. I tried it in many games since this morning and it really rocks. Tried the one that you sent, and there is just a bunch of settings. I'm not going to benchmark all settings myself to see which one works, while we have a great tool, and both, 1.0 and 2.0 worked amazingly

CET + Config Overhaul is CERTAINLY better, as it's open source and not making wild unsubstantiated claims of being able to essentially double performance for no cost, while accessing external hosts and hiding everything it's doing.
