Considering that the 3D model is already in the game and the dress does work for players, I don't quite understand why they did not include this particular dress.

I can put up with certain limitation and I will concede that, even though the number of actually different models are limited, they do have some really neat stuff and, glancing to other games, it could have been worse. What bugs me most is that I cannot find proper, sleek boots to go with certain short skirt or dresses, even though I see NPCs running around with them all the time.
Speaking of self defense has anyone ever seen Delamain use whatever it is he has in the trunk or was that a part of car chases that they hyped but never implemented?
That is exactly why I asked. I thought it can't bei possible that the model and colorscheme are already in the game and yet we can't get our hands on it.

That's curious, because the shop mostly sells colourful street clothes, sometimes with a Japanese appeal, but rarely dresses. From what I observed it is in principle possible that any clothes store sells any piece of clothing, but every store has particular type of clothes that are typical for it and more likely to be found there. The clothes store in Japantown doesn't typically sell dresses.
Its set up this way so you can gain access to nearly any piece of clothing from any store in the game with "High end" and "low end" stores having access to different level items, so you may find a pair of sneakers at a high end store but their only common or rare where as low end stores will have common to epic. Nearly every piece of clothing can spawn in a store but the likely-hood of it spawning and the level of the item (common-legendary) is determined by the store itself. It would be nice if the inventories were unique (then you know where certain items are) but it does help players find new outfits easier (less need to memorize or look up clothing guides) so its a mix of good and bad.
