I have the same bug!

Stuck in stealth soundtrack
As in the title. I haven't noticed when it started. But it won't stop.
It seems as if there's a stealth soundtrack that plays in the background and no other soundtrack will override/play it.
It starts playing during the loading screen. Reloading the game doesn't help. Restarting the game doesn't help. Starting combat doesn't help (no other music plays instead of the stealth theme).
I can't override it with the car radio - when I press F to pick a radio stations, nothing happens (unrelated bug?).

I have not found any other solutions anywhere.
Maybe you could try starting a New Game and see if it's more than just a bug with your Saved Game??

If you are proposing I reload an earlier save as a "solution"?
That is not an option for me, realoading my last manual save would lose me like 10 hours of progress, I'd rather just drop this buggy mess for another 2 months.

To specify the issue, it seems I have a "layer" of soundtrack that just does NOT want to disappear and I've just about tried everything to get rid of it. Other tracks may come and go and the one still just refuses to disappear.

Curious if you can't reload a previous save because of losing progress how do you know Restarting the game doesn't work? Honest question.

I never said anything about reloading a previous save. I was talking about starting a New Game and see if it still persists beyond your current save. There are worse bugs than a soundtrack on repeat. One solution could be to flip on subtitles and mute the audio. Or, as you suggested, rage quit the game for a couple months.

Solved by pure accident, on reloading a quicksave inside some bar... I have no idea how that worked, I guess bars use a different "layer" of music for the soundtrack? Or there's a limit on simultaneous audio channels that I managed to breach in there (because I started combat as well)?

Just to answer some questions above: yes, reloading the game/dying/triggering different tracks/fiddling with sound settings/f**king a joytoy/sleeping in the apartment (I wasted 2 hours trying to fix this before making this thread) did not help in various contexts.
The "layer" of music got "stuck" to my savefile and persisted through them in the ascending order (that is, I could reload a way older manual save before the very specific track got "stuck", I just REALLY did not want to do that AGAIN because I had to already because of another bug).
I don't even know which specific track was the issue, it wasn't any gang-related stealth theme... couldn't find it via YouTube or anything.

One thing I also managed to find out: the bugged "layer" of soundtrack was the same one that's responsible for the car radio music. Once I noticed the bug stopped I checked if the radio works now; and it does.

I apologize for the necropost, but I found an even easier way to fix this.

I recently ran in to this issue as well, and found this thread. Just as I was about to go to a bar to do as described, I opted to fast travel there. And that did the trick.

So if anyone ever get their soundtrack stuck (again) and happen to find this thread, here's the solution:
Just fast travel to anywhere, that should fix it.

Sounds like the same thing when any sounds loop infinitely, usually a quit and reload fixes it.

Not helping me, 2 years later this ♥♥♥♥♥♥ bug is still haunting me. Had to redo several gigs again.
Turns out, a gig in the dlc is bugged.

So. I just ran into this issue too. Found a solution on reddit.

Load any other save before the issue started, and then reload your current one. The sound should have stopped and everything is back to normal.

hey there, also encountered the problem, joy toys didnt do anything (besides giving me a guilty conscious [or however its spelled], what helped: Japan town, starting a fight with tiger claws, running away from them.. seems to be gone. Hope it stays that way, that eerie background music was driving me mad

did you find anything to fix it?
