Consumers as you say, or better customers are not important; if they were they wouldn't even think about releasing this game, even in the current 1.23 state, let alone back in december, in 1.04-1.06 state!
CDPR reaffirmed their commitment a couple of weeks aago to the "Next Gen Update" in the second half of 2021. That's definitely going to be a major patch. I don't know if that'll be called 1.3 or not. But there is absolutely ongoing work to further improve CP77's engine and to create DLC.
CDPR also said they were very happy with the state of the game currently and are working on other projects using the team behind cyberpunk 2077 to do them
