Second spoiler warning here.

The issue is that the open world aspect is “unlocked” immediately after you complete The Heist main mission. When you wake up in your apartment, Johnny is naturally confused and attempts to hurt if not kill you but after that scene when you leave your apartment complex, you can pretty much do whatever you want at that point.
I myself did some gigs and sidequests and yes, I found it quite jarring that Johnny was suddenly acting all friendly to me now especially considering he was at my throat not 30 minutes prior.
Well it turns out that you’re chronologically supposed to do the next main mission Playing for Time (aka Meet Takemura at the Diner) where Johnny explains that he had a change of heart and he wants to help you now. Of course, it’s a bit more nuanced than that but that’s the general idea.
IMO, the open world aspect should have unlocked after this mission to avoid any confusion around Johnny’s sudden “teamswitch”.
But that’s just my opinion.
- The holo-dancer booth changes and is full of NPCs
- The sitdown bar no longer has the option available
- A boat load of phone calls come Vs' way
- All sort of events are activated: Panam - Judy - etc.
Basically the nice feeling of silence is replaced with call after call after call. So while it would make sense to have the world be available after the Takemura meeting, it would also remove the peace and quiet just before the storm that is the story.
Being one who has my save at that exact moment in the game, it'd be very upsetting for me to lose that window of opportunity to quietly do Gigs and NCPD quests, as well as explore, dance, watch the holo-dancer, etc at my leisure.
In fact, I'd probably completely uninstall the game; that's about how upset I'd be about it.
Would it satisfy you to have all of the missions where Johnny has a part locked until the Diner mission is completed?
(This would include the trashing of your car, so presumably should also include everything vehicle related.)
I can only speak for myself but to be honest, I didn't have any issues with the frequency of phone calls in the game.
They usually came at a time when I wasn't doing anything important (ie. driving freely around in the city, roaming the streets on foot and so on) so they didn't bother me at all really. I mean if I got a call during a shootout or a critical moment in a mission then yeah I'd be pretty frustrated but that wasn't the case (well at least not for me anyways).
But nonetheless I can sympathise with your point of view regardless of my personal opinion/experiences. Plenty of fellas don't like having pop-up style notifications on their screen and I totally get that.
Up until the Takemura Diner mission, V pretty much gets chauffeured by other characters like Dex, Jackie, Delamain and even Takemura himself so transportation shouldn't be a problem for V. Plus if I remember correctly, Tom's Diner isn't actually that far from V's apartment building; a few hundred meters at most so if a player wanted to, they could technically hoof it lol.
As for the missions that involve Johnny, I would not go as far as to say they need to be "locked" but if the player chooses to delay the Diner meetup with Takemura, there could be an alternate sequence with Johnny where he explains his change of heart.
Like I mentioned previously, I was one of those players who decided to delay the Diner meetup and yeah I was kind of confused with Johnny's attitude change up until I finally came around to finishing the mission.
sidenote: If you're wondering why I put off the Diner meetup for so long, it really boils down to how I personally play. I'm not one to blast through the main quest of a game while neglecting side content.
To put it simply, if I see a "?", I will probably end up investigating it at some point or another. Probably.
I feel they got themselves so tangled, it would be hard to unravel. Torn between wanting to be a RPG and also having a time-sensitive linear story, they lost their cohesiveness with their own hesitation to fully commit to singular vision of how they wanted the player to experience the game.
This would be hard to "fix", so to say. Pair this with their struggle to properly track what your V actually says to Johnny, and you get some very jarring moments. I really loved my particular arc and the journey I was trying to take my V and Johnny on and was so disappointed when they both said things at the end that contradicted choices I had made.
To me, there is a great story and game here. It's just hidden underneath some clear issues. I still personally loved this game and could see through the issues to still enjoy (highly enjoy) the experience. It just saddens me to see how much more it could have been!
Any proof of that? or just a wild guess... im pretty sure that he didnt have much say at all in the game story, he was paid to play a part just like any voice actor, famous or not. thats not how game development works, the story was most likely long finished before they even thought of having him play a part, a part which in my opinion suited him well/
im also willing to bet his involvement in this game was 24 hours at most.. in the studio, record lines, get paid, leave
