We just have to endure downgrades because of consoles. Which makes a TON of sense....
That's "a-lot" of downgrades just to run this game all bells and whistles on that old PS4 which runs on RX470 [RX480 for the sake of generosity]. Its already hard to count the graphical/processor computation leaps.

I found it helped a bit but I started to experience many more visual glitches than I'd experience in the vanilla game. This was using 5x at maxed out settings. (Not knocking the modder or the mod - grateful someone is trying to figure it out.)
Your issue is that they did infact fix it.
When the game launched, LOD's where completely unfinished. Some were not included at all, some meshes had their high-detail meshes but no lower quality ones, some meshes it was the reverse, so things like street lights, bollards, light signals etc etc would pop in and out of existance based on how far you were from them.
Optimization was also unfinished, so yes the draw distance was farther in the release version of the game.. but that's because it wasen't done, it was not intended to be that far, it was just one of the many things that got released half baked.
Also, cars are dissappearing in background.
GTA have trees in light colors that become dark when you get close (shadow popin), you can also see the shadows cascading squares.
Forza Horizon 5 has shadow popin close issues.
