Been a fan of cyberpunk for... I dunno, better part of 35 years.
Game felt fine to me-very well constructed- from an atmospheric/story perspective.
But, you know, everyone has their preferences, I suppose.
That's how I've been feeling about it, too. Honestly had a blast playing "spot the trope and author" of my favorite 1980's cyberpunk novels as I've played this game.
Yeah, the nods to the genre did feel very satisfying (those I found anyway). Like the devs were studied.
Equilibrium (2001) is another good take on cyberpunk genre,but more from a perspective of dystopian society where they hunted offenders who experienced human emotions.It has action in it,but that action serves a purpose and is just there for background of what is really going on.

Also the as much as Ghost in the Shell (2017) was a more of a miss compared to the original Chost in a Shell 1995 anime it has a lot of really great scenes like these ones. Like Takeshi

And even if you take Blade Runner 2049 which is more of an iphone among Blade Runners,despite the annoying Jared Lettos performance as main villain,a lot of scenes are pretty epic and atmospheric:

The most recent show after the first season of Altered Carbon, having a great take on futuristic society cyberpunk style, being The Expanse for me personally:

So initially this shows that you can combine action and dystopian take on society in a proper atmosphere if done right without going into the 80-s nostalgia with a touch of ACID Borderlands/RAGE graphics. Cyberpunk genre mostly all about atmosphere and noir settings with psychological emotions and character personalities and here is where the Cyberpunk 2077 game is a more of miss for me personally,falling more into the shiny Judge Dredd (1995) category,I just can't take it seriously in cyberpunk genre.
It does not mean Cyberpunk 2077 is a bad game,it just means that the futuristic dark dystopian cyberpunk genre themes in Cyberpunk 2077 are often undermined by shiny and almost cartoon-like atmosphere most of the time,without having an emphasis on how dark that dystopian society actually is,besides scripted scenes in the story mode and a couple of side-quests.
The prologue scene with bodies in bathtub is great though,Yorinobu Arosaka murdering his father in the hotel is awesome,Jackie's death scene is great,but when you go out into the city and badlands and do a few gigs etc,its like you are playing a completely different game.

[ Those Movies are indeed excellent, especially Equilibrium which, in my opinion has been totally eclipsed by the public. Everyone knowing Christian Bale remembers Batman but who does remember " EQUILIBRIUM" ? Well....]
Like you said, this dark dystopian and futuristic genre in Cyberpunk´s beginning of the game is unfortunately and slowly fading with the progressive introduction into an action movie ACT1 before arriving to a sort of " sunny" Fallout / Rage / Mad Max styled Act 2 .
There is this lack of emphasis on that Dark Corpo Cyber society that began very well and opens up to a " Bikini, Sun ,Cyber Desert, Hot Chicks and Cars" Chapter that is original, even plausible but may not fit to everyone.
(In the movie Judge Dredd, Dredd goes out of Mega city and is Captured in the Desert by Cannibals but it is more a parenthesis than anything else...where in Cyberpunk it´s a big chunk of the game)
Sums it all up to me, the hip and edgy "millennials" style you know? Almost like it tries too hard, hell just listen to the dialogue.
