No clue who this dude is but he's hostile to me in an area where i cannot use weapons
I can run outside and shoot him from the door opening and kill him.

I killed him and walked up to his corpse and my V said " Aaron?" So she knew him. Reloaded a save and I used godmode and managed to get a conversation going WHILE he was shooting me...

Seems I blackmailed him of somesorts and he got a promotion.

Anyone shed some light on this dude? Im drawing a blank here

This is the guy that you acquire a BD for. On the BD it shows him shooting someone.
Depending on your dialogue choice to can choose to let him know that you know what he did and I think you can demand more money.

He's the same way for me, I assume you chose the dialogue option that said no I want to see you go to jail. The game flagged him as aggressive at that point and you fought him, he's still flagged as aggressive. It's just an oversight by the devs, something they will fix later.
