I thought Judy was the best til I realized she's not a ride or die chick like Panam. Even in the true ending Judy does what she does in other endings

Panam gives you her favorite sniper rifle for protection and Judy just gives you a headset so you can watch/edit heresy. Panam is the only real choice.

Actually Judy gives you a pretty nice legendary shotgun. ;)
