When can I get rid of Skippy?
I've seen somewhere that after you've killed 100 people total (50 before it switches modes then another 50 will trigger a return quest) the quest will continue and I can return him to Regina, but I have probably killed Night City 4 times over but the quest won't trigger. I just wanna get rid of it, I can't upgrade it so at my current level it's practically useless, I don't wanna keep it in my stash forever cause it has a quest marker and that bothers me not being able to complete a quest.

What mode is "he" now in? If it's the cute-cuddly-puppy (don't remember the exact words :)) mode you have to actually kill with it. A few move shots at point blank to the face when they're lying on the ground should do the trick. I'm only sure about the 50 kills before it switches modes - not sure how many after that but it didn't take too long for me.

Currently I've been double-tapping enemies as Puppy-mode won't kill. I've also resorted to using tranqs and then shooting them in the head when they're down.

Sounds like it should advance then.. after having a look around 50+50 seems to be right. Some people report that the 3rd dialog popped up after either skipping time by 24h a couple of times or driving around for some time. Worth a try if you haven't already.

Do you have the "Threat Analysis" eyeware mod equipped?
Kills (even finishing people off) didn't seem to register until I removed it. (This didn't seem to matter after the mode switch).

Something else that apparently might be throwing the kill counter off might be the legendary Short Circuit Quickhack, as its passive effect might 'steal' kills from Skippy.

Just a note; Skippy scales to your level (it's one of his "features"). So there's no real need to upgrade it.

I'm trying to get rid of mine too and I have Legendary Short Circuit on. I might take it off to make sure it's not stealing kills, like Jeb said.

Yes, but that sidequest only triggers after you get a certain number of kills. OP thinks he has, but the quest isn't triggering.

Make sure you dont have a Non-Lethal Mod in either the gun or your Cyberware it will cause a glitch with this quest not to trigger. Remove the non-lethal mod in both places and get 50ish kills/Incapaitations it will trigger then. Also the once it triggers the first part it takes a few ingame days for the second part to trigger. ( I had Target Analysis in my cyberware it caused this bug for me, I removed it and it worked after 50ish )

You can't upgrade it because it upgrades automatically with your every level up.
The only thing I don't like about it is the auto-fire feature, aka "shoot 3 bullets when you just want to use aim".

yea this quest is bugged for me too.. I've only ever selected the guns mode which I choose puppy when you first picked it up. Killed over 200 with and had no other dialog from it or Regina. Quest isn't even in the journal.
