Unfortunately no, you're locked into watson until you finish the biochip heist at which point is is stuck in ya head.
Who came up with this kind of гetarded idea? Totally destroys the purpose of being open world and RPG. I'm V and I just wanna be a merc doing low-profile gig jobs, not messing with no 'Saka chip, and you just can't do that in this game. Look at Skyrim, 20 minutes of prologue and the world is your oyster.
And that is why you can't access those areas - He's there, as part of the script for so many gigs.
