Mouse response is terrible
I feel like I am playing on Stadia with 3 seconds of input lag, wtf??

No issues for me. I have just a basic Logitech and it works smoothly.

Did you try advanced control configurations. There is a lot that can be adjusted in terms of sensitivity and accuracy.

I have a logitech G Pro. And I have turned down all the weird ass sensitivities in the controller options and it is still buggy.

I suffered from mouse problems and found in the forum this edition and it helped me a lot in the softness to aim, try it if it can help you.

Mouse Lag Fix
Go to "C:\Program Files (x86)\Steam\steamapps\common\Cyberpunk 2077\engine\config\platform\pc"
Edit platformgameplay.ini
Change the value to 0.00
PadRotationEnterTime = 0.00
PadRotationExitTime = 0.00
Have you tried turning off vsync? You'll end up with screen tearing, but it should help mitigate input lag. (It's a common problem with vertical sync in general, not just cyberpunk)

I've never used vsync and after playing hundreds of games I've never seen screen tearing. Is vsync real or fake?

I just built a new computer and had a wireless mouse and had the same issues in this game for some reason. I swapped out the wireless for my wired mouse from my other computer and have had no issues since.
Heh, it's most certainly a thing. Conceptually, the game's rendering system waits to present completed frames on whatever the refresh rate timing on your monitor is. Not doing so can have the side effect of the monitor spitting out part of a new frame and part of an old one, causing the tearing effect. It's a tricky thing to deal with.

Ive tried setting the input values to 0, switched to a wired mouse, still nothing fixed

FIXED: Turns out this game made me overestimate my graphics card, and setting the graphics to medium turned out to fix my problems, even though I can run other tiple A games at Ultra, sounds like CDPR needs some optimization to do.

screen tearing is real.... very real. it happens when the games runs at a higher framerate than the screens refresh rate. running games on a 144hz monitor mitigates this problem alot. my last monitor was running at 59,5hz and i was constantly forced to run with vsync and take a hit on responsivenes in games, which was even more noticeable since my screen had around 3ms respond time.

Well, yes. mouse and keyboard are optimal for playing FPS games without aim assist. but controller really helps alot when playing games with a bit of input delay, since the aim assist in some cases reacts a bit faster than you are able to because the circumstances.
I play fine with both Mouse/keyboard and controller. usually prefer the latter due to getting annoyed with aim assist, it makes me feel like the game plays itself.
