Edit: Just checked, and if you punch him or injure him in any way during the mission, you lose him as a ripperdoc.
I have seen found legendaries with lower damage than the epic ones (but additional features). But I have also seen legendaries for sale of the same sort that I had in inventory (though I have not double checked the stats on those -- mostly, I have not been interested in using arm cyberware on my current character, which is where this has played out for me).
Anyways, I am wondering how much you have seen, that led you to draw these conclusions...?
It's not random, set ripperdocs have set inventory, but chances are you will have to shop around to get all the legendaries you want for your build.
I'm hoping this was a bug, or error. Seems kinda messed up.
So only at max street cred you can buy everything he could possibly sell you.
More on OPs point: Different Docs have different stuff on legendary, and not everything is even available in legendary quality.
In my games the guy near where "The gift" and "Woman of LaMancha" quests are has had a bunch of legendary stuff from the start of the game. I've gotten legendary subdural armour there last 3 starts.
