It may well be that it's related to legacy environmental effects which didn't get put in. But all that's left is a pretty rare coloured murk.

That's quite sweet to be fair. I suppose it's not a subject which has come up so much in recent years either. Do remember wondering about the radioactive rain poisoning the ground (and the lambs) after Chernobyl and having explained to me that the rain would look just the same. No glowing grass, or lambs, or rain.
It's not a bug. Saving does not save the weather conditions.
It did for me, when I reloaded my save I was back to normal sunny weather
The game doesnt save the weather state. It is unfortunate because if you have a cool mission and is storming, then you have to reload, it will be bright and sunny.
Rain falls from the sky. That's what rain is, perhaps that's the problem. Do you see rain (ie droplets of water) falling from the sky in any of the videos or pictures of this? Do you see it on the car?
This is bonkers. It's a bug.
