This blew my mind. Only seem it once. Maybe its a sandstorm from the Badlands.

Eh, it looks like a graphical glitch. If you reload, may take a couple of times, it resets. Can also happen with a red colour.

Two reloads later and it was back to a normal sunny day.

Considering how the city used to be part nuclear wasteland, and had a phenomenom called "red rain" - which was basically slightly muddy, radiactive gonk.

This doesn't really surprise me - Could be overcast with some kind of pollution higher in the atmosphere.

Saw it too, probably something to do with acid rains that were supposed to happen before they were cut.

Haha. It really, really isn't acid rain. In the screenshot I posted it was a bright and clear sunny day til it glitched. It was a bright and sunny day after reload reset the glitch.

But with that logic it's not really raining either in the game. because sometimes when i reload a save, the rain is gone O_o;

Crikey. Here is a pic of bright and sunny sky. Here is a pic two minutes later where there was no rain but the sky suddenly turned bright yellow.
