For now you should just go with the normal steam release time which is 6pm gmt +1 i believe.
I've seen preloads starting 24 hours before the release time. Examples are Horizon Zero Dawn Complete Edition and Death Stranding. Both of which I own, one of those I've played.
It's not usually midnight contrary to popular belief. There are 3AM eastern releases on other platforms. Steam actually seems to be doing big releases in the morning sometime like for example 11AM.
It's possible Cyberpunk will be preloaded at 11am eastern on the 18th. Then playable at 11am eastern on the 19th.
But keep in mind those are all guesses to give you an idea of how it might work based on other games. I do not know at all what actually will happen.
As for why it says the 18th and not the 19th. This may actually mean it's coming out sooner than I estimate. Maybe it's the 18th for certain timezones, like pacific but the 19th for a place like the UK.
But anyway take it with a grain of salt, we'll know more the closer we get to release.

But yeah the game comes out on 19th, the 18th could be a preload date which shows early.
It's just timezone confusion, don't worry about it. It'll be Nov 18 in some places, Nov 19 in others. Just stick to the time Steam tells you, it's probably accurate for your time zone.
