Unless the engine mod makes this possible you can just start the exe. I just tried with steam closed and it worked.
Steam has an offline mode that works with most game anyway but GOG is famous for no DRM on their games, so I doubt it's the mod so NO, I do not think you need the GOG version.
Steam version is DRM free as well.
Yes - OP. If you for some reason try and boot up Steam and the game without Internet, the game will start up just fine. You -CAN- boot it up outside of Steam as well, but you really don't need to.

Now you're just confusing things. The game doesn't rely on Steam running or being logged in. No DRM.
You're thinking of Steam's Offline system, which DOES need to be logged in (for all of five seconds) every so often.
I can run CP2077 without Steam being up and with no internet connection so CDDPR didn't use any Steam DRM, only Steam Api (cloud and achivements).
I can't say for sure because i own the game on Gog.
I just looked it up, and you get some Witcher themed gear, as I imagine it will be beginner gear or tied to your current level. I found the wolf jacket normally in game, and I was right not to care because you do not see it anyway, and you have better gear already or find better gear 5 minutes later. You can probably upgrade it, but I do not care, they just want to track you and make you interact with gog.com. I disabled their stupid launcher and their "get rewards" message is just on my menu screen for 100h now ...
Why do you care if you have the game on GOG anyway?
