So... I think Misty is a boring character
If she is a character at all, felt like the lady had little to no identity apart from being "Jackie's girlfriend" and the game really attempts to have us sympathize?

I didn't know how to put it into words, but this pretty much sums it up.

Somewhat. I felt like she was supposed to have a greater role/more story involved with her, but it didn't make the cut - but that's just how it felt to me.
I'd honestly love it if they made a bit more effort to put stuff in the world related to mystics, there was no clear benefit from the quest

She's a side character
so are the cyberpsychos and I find them more compelling
She's alright I suppose.
I liked that they made her look like Daryl Hannah's Pris from Bladerunner.

Hmm I feel like that might be an aspect of her that I don't necessarily like. She's full of references, like she's always referencing Jackie, referencing Blade Runner, the skies and the stars - but didn't really knew much about *who she is*; her goals and her trying to achieve them, etc.

Yup, I agree. It felt like maybe more was intended for the tarots and meditation (but again I could be reading too much into it). At the end of the day it felt pretty shallow to just go visit all this unique graffiti, with the sole purpose of just grabbing the achievement.

The system is even tied into the endings, so it did feel like it was supposed to be more. Maybe more would have been explained in the montage years, because clearly Jackie is there sitting in her chair getting worked on when you first visit the docs, etc.

No I agree, I didn't even do the quest upon finding out that:
1. It's not an interesting story
2. It doesn't have an interesting reward
3. It's not impactful to V
You'd think an homage character to a 'basic pleasure model' would be smarter, huh?

I'm sorry?
I think there's something missing to the tarot story line.

V (and Johnny) start seeing tarot cards which s/he chose to help Jackie pick the perfect present for Misty. Then Misty starts accurately foreshadowing events with her readings, unlike the horoscope-ish vagueness of her readings for other people. Viktor suggests it's related to the engram - is something/someone manipulating V's memories?
And we also know at least one corporation is playing with tech to do that and using the occult as a recruitment tool.

It feels unfinished and I wonder whether it's something I've not stumbled across yet or whether it was cut. Most other quests have an actual payoff/consequence, even if it's not flagged and you only accidentally stumble across it.

honestly, Fool on the Hill gave me the impression that it's a prequel-esque quest, you're right. Cause upon talking to my friend about it who had knowledge of tarots (who played with a Corpo / Streetkid headcanon), the Fool's journey is representative of change; so ♥♥♥♥ that would have been deep given that this is in the epilogue.

She's like a turnip with hair.

If you were unaware, Misty is just an homage to Pris -- a replicant prostitute and cute little piece of streetmeat from 'Blade Runner'.
She was played by Daryl Hannah in the film.

I am not surprised that her character has very little...character.
She is based on a soulless robot.

Ohhhh, I didn't know that! I didn't get to watch much of blade runner. Yeah man, even homages cannot be empty. From a writing standpoint (and I believe that they can do it but just misjudged how much we're going to catch that reference/sympathize with her pining for Jackie), they could have done more with her. :/

Hadn't considered that. Yeah, would make some sense of it. Currently just one of many loose ends I'm bumbling about in the game world trying to figure out. I do wonder whether there's overlap between the three strands which touch upon 'occult' ideas and your idea of something for the future does seem to fit for all three.
