Available clothing appears to be vaguely related to the location of a given shop. Clothing stores in Japan town mostly sell Arasaka gear. There's one shop on the 5th floor of a down town block that sells high end suits & similar. There's a luxury clothing store that sells high-end smart-casual gear. As Brick Frog said, go out in to the desert & you'll find a bit more variety.
I also wanted a vaguely tactical looking outfit. Ended up buying a combat jacket in a shop (think it was in Pacifica but could be wrong) and looting a set of tactical pants from a random gang banger. Add a set of corpo shades and a leather flat cap that I found and I was all set to go.
Just have to save before opening their window and quickload until it spawns

Or just use mods, that have better ninja and combat gear than the vanilla one.
You can't have a proper corpo gear without mods, almost everything is street kid and nomad styled.
Plenty of options to work with and that was before I even got the DLC.
