Legendary gorilla arms and high body, reflex and cool.
Haha I was the same, got it right at the start, tried the twins which took me a stupid amount of retries to actually defeat them using all 5 Ds of dodgeball (Dodge, Duck, Dip, Dive and Dodge) and it really peeved me, so like you I left it for ages.
I then was suggested to try gorilla arms (and I used the shock mod instead of thermal) and with 0 brawling, went back to the quest and took down all the other people with no issues. Just run in, power attack from the get go and when they stumble/fall, just lay into them, no fight lasted any more than 10 seconds.
Seriously, gorilla arms and power hit at the start and no other tactic needed. I also play on the second highest difficulty.
There is no need to cheat unless you are to low a level to do something. You can set the game to easy rather than using cheats.
Does lowering the difficulty affects the story at all? I just want to enjoy the story and get past all the combat
