New pc, now stuck at 20 fps

I got a new pc specifically for this game, managed to do 70 fps + for the last week, then yesterday the fps tanked to 20, no matter the setting. wtf is happening.

[Im putting this here since some people cant seem to read, I played maxed ultra settings at 70+ fps for over a week.]

Each time I start the game, the fps is normal, then after a like 30 secs, the fps tanks.

Edit: I am not trolling. I have spent all day trying to fix this and nothing is working.
-Restarting PC and steam
-Reinstalled the game
-Deleted all local files and reinstalling
-Reinstalled nvidia drivers

The rig i have is only 2 weeks old and has been playing on max setting at a constant 70+ with minor dips into high 60s in combat or crowded areas. I had only 1 dip in fps once before which was fixed by a restart of the pc. The current problem does not go away. I also dont think this is a hardware problem since all my other games are preforming the same as before, either at a capped 60 or 100 + fps, all at maxed settings.

When I open the task manager preformance tab, the game when running normally uses 80% cpu. But when the fps tanks to 20, the cpu usage drops to 10%. I have no idea if this information is relevent, im not that computer savy.

Edit2: I just went over it with my friend who knows more about pcs and he said that my GPU is sleeping, 400-500 core speed and my cpu usage was stuck at 90 using rivatune overlay.

At this point, im just going to put it on the shelf and wait for the next patch to hopefully fix it,

Game runs fine for me with:
5950x, RTX 3080, 32 GB 3,2 GHZ RAM, 1 TB NVMe M2.

Just because you can play on Ultra 4k with RTX/DLSS doesn't mean you should.

I know a guy who has BSODs with his 3090 in Call of Duty. Ultra rig, same as you. It's either Windows conflicts with new Nvidia drivers or something with memory overclocking and voltages. Extreme Memory Profiles something, I'm not a tech guy. Try to research in those directions.

You have some serious issue with your hardware or drivers. Call someone that is professional and can help you with fixing the issue.
But before that try this:
1. enter game settings
2. disable all rtx features
3. restart game
4. see if rtx is disabled and check out fps

maybe you are trying to play at too high a resolution... seems to have massive impact also dlss helps alot with frame rate apart from that im not to good with computers but my I5 10400 with rtx 2060 seems to run it at above 60 fps like 95% of the time only at night time and raining in major parts of the city does it drop below this

I'm going to go with the silliest thing, because someone has to. Did you perhaps accidentally put an fps limiter, maybe through the game's settings? I think it has a slider.

I play on medium/low with texture on high with a i7 4770k 16go ram, ssd, and a 1050TI@1080p, the game run fine, between 28 and 32 fps all the time. your rig must be bugged as hell

you downloaded some custom software from internet? (yep I ask if you possibly downloaded virus)

Will ensure the .exe runs at high priority.

Or just tab to desktop and set it yourself in task manager. (details, right click the app)

I think we may have the same problem. I have over 100 hours playing pretty stable 4k then all of the sudden i can only get around 30fps no matter the settings. Even started a new game thinking maybe a corrupt save. I can get game to start at 120fps then less than a minute in drops to 30.
I have run 3d mark and it runs the same as always.

Running 3950X at 4.6/4.4 Ghz CCX1/2 CCX 3/4- 32GB 3600 Trident Z RGB - RTX 3090 ASUS TUF and getting 50-80fps (scene depending) with no frame drops etc with everything absolutely maxed out and DLSS on quality.

driver updates? Download the latest directly from Nvidia's website maybe, if you never updated from Windows drivers for the card... not sure... seems well odd.

Nice pc, that'll last you the next ten years huh? It really does sound like a user side issue, hope you get it sorted. There's people having issues with the pc version but generally speaking it is a really tiny amount compared to the absurd number actually playing.

This happened to me when I was testing stuff and manualy enabled HPET on Windows 10.
It's a long shot but you can google how to disable it and try yourself.
