That sounds normal as you're an overpowered guy who bring da ruckus in the street, technically you are a cyberpsycho so you should be proud
I even have damage resistance stacked up from the Pain Editor, Indestructible perk, and Pain is an Illusion perk. So I'm already ignoring 25% damage, on top of all my armor.

Well, sorry, but gameplay mechanics like that annoy me. It's like Fallout 3's Point Lookout all over again. "Here, we've put in these enemies that have a programmed statistical advantage that you will never overcome, no matter how strong you get."
Now you can be annoyed by that sure, but it makes sense and is exactly how it should be. You're not meant to overcome them, you're not meant to beat them. They're there to end you and they 100% will.
If you wanna talk lore strength, again, we beat the ♥♥♥♥ out of guys like Oda and Smasher. MaxTac still gets their gear from corps, and the corps elites get the kind of tech that stays for in-house use.
I'm not against making MaxTac threatening. But when a single MaxTac agent is more deadly than the final boss of the game, on the hardest difficulty setting, who lore wise is basically Cyberpunk's resident Terminator, there is a balance issue there.
I get that you might not agree and that's fine. But in my opinion once MaxTac gets involved it will and should be game over for their target.
And that's my point. Sure, Smasher would eventually be taken down by the focused efforts of a MaxTac team, with Smasher killing a few of them along the way. That makes sense.
But I've already stated the issue. In the game, one, singular MaxTac agent is more deadly on Hard difficulty than Adam Smasher himself is on Very Hard difficulty. There is no good reason why that should be. A team of MaxTac should be that deadly. Not one on their own.
Now, all this being said, it's still possible win against those MaxTac agents. I'd say it's about 50/50 for myself personally, and I'm using a Gorilla Arms build. So I'm much more exposed than someone slow-mo gunning or quickhacking would be. But, again, I have to play it perfectly.

they even introduce that fact in the intro of the game where you see MaxTac just annihilate a group of carjackers
