So is this entire play-through trash now?
I already went back to my oldest save, lost 8 levels doing so. Just start over?
Happened to me with the Delamain quest too and this was pre 1.06. Had to load back ~20 mins and do it over again until his call worked correctly
I think--I am not 100% sure about this--but I think, particularly this quest, and maybe other quests, bug out when you use the Skip Scene feature. Like how you fast-forward through entire blocks of dialogue and stuff.
At any rate, whatever causes the bug, there is no way to fix it except to start from an earlier save before you first arrive at Delamain's HQ.
For me, what I did was I started Act 2, got all my stuff together in the apartment. I went out the front door from the apartment--not the one that leads into the garage. I got into my car, Delamain crashed my ♥♥♥♥, and I left. I did not purchase the Galeno. I immediately went to do the Afrendo to get the bike--you will need it to complete Delamain's quests. I went straight to Delamain HQ, I did not skip through the cutscene, and then I did each and every quest exactly as it was given to me. I did not change quest objectives at all. The whole thing was automated as you do them.
Takes about an hour to do them all. My advice is to go back to before you first went to Delamain HQ, don't skip the cutscenes. Don't break the sequence. Just follow the droid and listen to the dialogue, get the scanner, and when Del tells you to leave--leave. Then immediately do the quests in order as they are given to you.
Quite honestly I think that's what initiated the bug. I was headed for the Delamain quest BUT got the Cyberphysco one and just did that really fast.... and now I just have to throw the whole damn game away.
The only other solution I can think of is if there's any quests available that force you into a call. Maybe if you could get into one it would reset your bugged phone. Not sure tho, just a possibility.

3rd time is not a charm!
Edit: doesn't fix the Phone Bug problem though so keep that in mind. You're probably better off going into the Save Folder deleting them all and coming back next year.
