Low performance on RTX 3070 and Ryzen 7 2700X with RTX and DLSS on

I completed the game on GTX 1080, with some settings lowered, and still had some 40 fps dips in the city.
Now i purchased RTX 3070 and wanted to play the game with RTX, however my fps in the city drops even to 30s sometimes.
I checked everything - drivers, chipset drivers, windows updates, hell - i'm even reinstalled windows from scratch - and still got the same subpar performance.
I checked with recommended specs on official game page and it stated that RTX 3070, 16GB of RAM(i have XMP DDR4 RAM) and Ryzen 5 3600 is enough for "RT High 1440p". I have 1080p monitor and still get 30-45 fps in the city. How is that possible?

2700x bottlenecking your gpu and also your cpu is lower end than the 3600. Not to mention that RT also has high CPU requirements. Also optimize your settings better you don't need everything on Ultra/Psycho.

True point, but i have 1080p monitor instead of 1440p, and with DLSS on it should actually render something around 720p with neural net upscaling, isn't it?
And what exact settings should i turn down? Geforce experience is like "meh, go all ultra, it's fine"

Have you gone to Nvidia panel - Manage 3D settings - Power management mode and set it to prefer maximum performance.

So i blame game

Ignore afterburner overlay, open Windows Task Manager on second screen and check CPU usage while playing. My RTX 3090 is bottlenecked by my 10700k OCed to 5.1 Ghz even on 1440p with certain settings. And my 10700k is also a 8c 16t processor just like your 2700x.
To get bottleneck I disable RTX and set DLSS to balanced and suddenly my GPU usage goes down to 70-80% (from usual 98%) and CPU usage in Task Manager is ~95% BUT Afterburner overlay shows only 60-70% CPU usage.
Literally in 99% of cases if your GPU usage is less than 96-98% you're CPU bound. And 2700x with it's high latency and multiple CCX is a much worse CPU than 10700k.

This game with its 1990's AI and non-existent physics, very low view distance even on the highest settings (models start to lose detail only 20 meters infront of you) and dissapearing scripted vehicles and npc's, is by far the most cpu hungry game out-there right now. No idea how that makes any sense, but yea. I myself have a 3800x with RX6800 and in the city i couldn't get above 120fps ever, on any resolution (even tried 800x600) or detail, sometimes it falls to 50's even on 1080p (mostly around like 90fps). The graphical settings and the crowd density as well as the hex edit never affected the fps for me, the difference between low and ultra settings is like 15% lower avg fps. So you can't really play the game on 4k60fps without dlss cause there isn't any gpu powerful enough and you can't play it on 1080p 144fps either since there is no cpu in existence that would be enough for that. Its almost like the game has cpu-miner build in. How base consoles can even launch the game is beyond me.

see its ez to just point towards some part but that really does not make much sense here

that is with an RTX3090 so all you are seeing there is pure cpu bottleneck and you see the 2700x actually does fine, 54 fps average with the 99th percentile no lower then 44.5.

so imo just outright saying its the cpu is a bit too ez.
