About 4K TVs, mine has 100hz refresh rate, and they don't cost huge amounts of money. I have a 75" Sony Bravia 4K and it was only $1800. My 34" 3440x1440 120hz monitor was just over $1000.
I don't really know about using a TV for a computer monitor though. I don't think that 100hz is external, so if you hook a computer up to it with a HDMI cable, I don't think you're going to get over 60hz.
but at 4k you're still looking at 60+ fps im majority of games at maxed settings.
if you could settle for some lower settings (high instead of ultra) you would most likely be able to hit 100+ fps, the only time this would matter is if you're playing competitive fps games) either way gameplay would be smooth and if you turn off the FPS counter you probably coudn't tell the difference. If I had a 3090 I would go for the 43" 4K monitor, or the 48" lg oled CX.
another option is an ultrawide 3440X1440 and they go up to 200hz nowdays.
you can expect to pay roughly 2K for the 200hz one, but can get the 160hz one for around 1K.
It's really not about the monitor per say it's what drives the panel is what really counts. Unless you're going bargain basement in terms of quality with regards to what panel you choose.

3080 (i didnt went with 3090 not worth the $ for extra 5-15% on 4k when 3080 already pushing everything so well
32 gb of ram
i know 1440p every game in next few years will be max out pro in 100 fps if not more pro more . i know 4k would be in 60's but if i play 4k with 60 fps would it be better to have 60 hz monitor over 120 or 144 . just wonder . that bascially my real question .
this is the monitor i brought
LG 27GN950-B.AUS 27" UHD 144Hz DP HDMI AMD FreeSync Technology, G-Sync Compatible HDR 10 IPS LED Gaming Monitor
its around 800$ but it not Gysnc . wonder if this would do . that perfect price range i am willing to spend on a screen
I've got a 4k gsync monitor that I can overclock to 144 Hz but as I said if the game I'm playing can handle higher frame rates without stressing the ♥♥♥♥ out of my system then I do it otherwise I scale it back to 60 or even lower although I don't do that unless it's not stuttering all to hell.
